Bring the chronograph to life

It's about a Stührling (USA) Chronograph model 803.03. I purchased it through eBay Canada. Have a new battery inserted. But the clock only runs for minutes-, t.w. By the hour, then stops. From what I can see it is a Seiko movement VD53C11 with the date on it 3. The watch is in new condition, or. Unworn and in excellent external condition. Probably nothing needs to be cleaned, maybe the control board has a fault, no idea. Maybe an insufficient reset was made. Unfortunately the watchmaker left a flaw, which I tried to mitigate.
